5/9 Suggested Action for Torch Ascent up Everest（聖火チョモランマ登頂への世界中でのキャンドル供養よびかけ）
同様にSFT本部（NY）から回ってきた呼びかけです。こちらは、オリンピックキャンペーンとITSN（インターナショナル・チベット・サポート・ネットワーク）の呼び掛けに協力しようという内容で、より広く協力を募っています。

TendorおよびLhadonが伝えていたとおり、悪天候により、今のところは中国登山隊による聖火のチョモランマ（エベレスト）登頂が妨げられています。しかし、最終的には聖火がチョモランマに運ばれることになるはずです。ITSNでは、彼らが登頂を開始した時点で、すべてのチベットグループおよびチベットサポーターが、チベット問題に注目を集めるための行動を開始する準備をしておくよう呼びかけています。
みなさん、ここにリストされているLhadonとTendorの提案に参加してください。それらを再度まとめ、私自身の提案も以下に追加させていただきました。
聖火のチョモランマ登頂に合わせた世界中でのキャンドル供養
中国政府がチョモランマ（エベレスト）を「征服」することでチベット支配を誇示するそのとき、世界中のチベット人およびチベットサポーターは、3/10以来の犠牲者を追悼し、中国政府によって行われた虐殺等を世界の人々に思い起こしてもらいたいと思います。
【アクションの提案】

地域の中心地区でのキャンドル供養や祈り。今すぐ、あるいは、聖火のチョモランマ登頂が開始されたとわかったらすぐに、始めてください。

祈りや供養をする場合、死者のために祈ってください。今週は、弾圧開始から49日目（Shargu）にあたります。山の神々やチベットの神、とくに、ヒマラヤ山脈の伝統的な神々に対し、このチベット史における危機にチベット人を守ってくれるよう祈ってください。

僧や尼僧に参加を求めてください。そして、チベットの山道にあるような祈りの旗を、祈りの場所いっぱいに掲げてください。

Dear all,
As Tendor and Lhadon have noted, the weather has so far prevented the Chinese climb team from managing the climb up Mount Everest with the Olympic torch. However, assuming that they eventually will be able to make it, ITSN is encouraging all Tibet Groups and Tibet supporters to be ready to draw attention to the real issues in Tibet from the momentthe ascent begins.
We encourage everyone to participate in the suggestions Lhadon and Tendor have sent to this list. I have recapped these and added a few additional suggestions below.
Global Vigils as the Olympic Torch Ascends Everest When the Chinese government flaunts its control of Tibet by "conquering" the summit of Chomolangma/Mount Everest, Tibetans andTibet supporters around the world will commemorate the loss of life in Tibet since March 10th, reminding the world of the people the Chinese government has killed and the suffering they have caused.
Action suggestion:
- Hold candlelight vigils or public prayer ceremonies in central locations in your city/town, starting now or as soon as we know that the torch has begun its trip up Everest.
- If holding a prayer vigil, pray for the dead since this week marks the Shargu or 49th day period since the crackdown began, and pray to the mountain gods and deities of Tibet, particularly the traditional deities of Himalayan ranges, invoking them to protect the Tibetan people at this critical moment in Tibet's history.
- Encourage monks and nuns to attend and string prayer flags all around the site,
as seen in the mountain passes of Tibet.
- Create signs and placards with names of Tibetans who have lost their lives since March 10th (list from CTA was sent by Sonam Sangmo on the TSG list on April 28th. - Carrying the Olympic torch up Mount Everest is a political move intended to demonstrate the Chinese government's control over Tibet, and for Tibetans
- who are entering the final week of mourning for those killed in the initial days of the uprising that started in March- the triumphant parade of the torch up one of Tibet's sacred mountains is a gross insult.
- Tibet campaigners call on the International Olympic Committee to immediately withdraw its authorization for the torch to be carried through Tibet in June to prevent further repression and loss of life for Tibetans. We are gravely concerned that parading the torch through Tibet's three provinces in June - beginning around 9th June in Gyalthang
- will provoke further protests by Tibetans and another bloody crackdown by the Chinese authorities in response. These concerns are heightened by reports that Chinese authorities are organizing a mass rally of Han Chinese in front of the Potala

We just learned that in less that 24 hours, the Chinese Olympic torch will be summiting Mount Everest. This follows the brutal crackdown in Tibet with over 200 Tibetans killed, thousands imprisoned and countless others who have been "disappeared" in night raids by Chinese security forces. For the next 48 hours Tibetans and their supporters in cities all over the world will be holding vigils and prayers calling on the protector deities of Tibet to protect the Tibetan people as well as praying for the speedy rebirth of those killed by Chinese forces.Along with the spiritual aspect of this action we ask that Tibetan community leaders and supporters tell the media that while the Chinese empire is on its quest to conquer Everest, we Tibetans are mourning those killed in China's crackdown and holding a Global Vigil.

『善光寺での追悼法要について』
善光寺での追悼法要の趣旨に賛同いたしまして、法要の実現にむけて協力させていただいている「平和を願う僧侶の会」から一言申し上げます。
世界中には、様々な人種、民族、国家、宗教が存在します。それらがお互いの差異を超えて慈しみ合い理解し合う平和な世界、多様なものが調和する世界こそが、私たち仏教徒の願う理想の世界です。そしてそれはオリンピック憲章の掲げた平等の理念と一致するものであると信じます。
しかし聖火リレーに先立って起こりましたチベットでの悲しい出来事は、私たちに、現実の厳しさを改めて思い知らせるものでした。ご承知のように、この動乱では、多くのチベット族の方々、そして漢族の方々が、尊い命を落とされたと伝えられております。 今、心を澄ませて、犠牲になったお一人お一人に思いを馳せれば、その誰もが、暖かな体温と、豊かな心を持った、幸せを願う一人の人間であったことに気がつきます。そして、立場の違いこそあれ、抗うことができない運命のめぐり合わせに人生を翻弄された犠牲者であるという事実があきらかになってまいります。

法要は「チベット問題を考える長野の会」と国際組織「スチューデンツ・フォー・ア・フリー・チベット（ＳＦＴ）」日本支部の共催。「長野の会」などが今月１３日に実施したチベット人犠牲者の追悼イベントに共感した僧侶７人も「平和を願う僧侶の会」を結成した。

「チベットの現状を日本の人に知ってもらい、チベットが平和になるように訴えたい」としながらも、活動は「日本の法に従って平和的に行う」と述べ、過激な行動はしないとした。
団体は、国際組織「スチューデンツ・フォー・ア・フリー・チベット（ＳＦＴ）」。ツェリンさんは、１月に日本支部代表に就任し、長野での聖火リレーにあわせた行動を考えていた。

ＳＦＴ日本支部は、日本人学生が中心になって運営、最近は休眠状態になっていたが、５人ほどで活動を再開した。当日は、ＪＲ長野駅前とゴールで日本人支援者らと横断幕を掲げるなどする。日本には５０～６０人のチベット人がいるとされるが、「生活が苦しく、長野に何人集まれるか分からない」という。
長野の聖火リレーを巡っては、ほかにも、２０～２６日に気功集団「法輪功」や反中国を掲げる組織など４団体が、集会やデモ行進などを計画している。

武装警官に銃を向けられる赤い僧服の一団、張り付けにされ迫害を受けるお坊さんの姿も。チベット自治区の姿を伝える絵が、部屋中に張ってあった。
チベットで何が起きているのか。緊急報告会が仙台であった。聖火リレーの混乱の背景にあるものを考え、関心を高めようと、市民グループが開いた。
現地報告に加えて、壁の絵が語る。チベット亡命政府があるインド北部のダラムサラに、ヒマラヤを越え中国領内から逃れてきた子どもたちの手による。難民学校で最近描かれたという。 実際に目にした出来事だけでないかもしれない。だとしても、子どもたちの心に刻まれた古里の風景が、こんなにも絶望的なものとはただ驚くばかりだ。
ダライ・ラマを頂く亡命政府は、子どもの教育を最優先課題に掲げている。チベット仏教や文化を教え、若者を育てることが、理想の未来を築くことになると信じている。

「チベットに自由を」 在日亡命者ら、抗議の訴え

チベットでの騒乱を機に、中国に人権問題の改善を求める国際世論が広がりつつある。日本からの訴えの中心にいるのが、国内に約60人いると言われる在日チベット人だ。雪と山と仏教の地から亡命してきた人々は、故郷に思いをはせ「チベットに自由と人権を」と声をあげている。

名古屋市のツェリン・ドルジェさん。先月22日、支援グループのメンバーら1000人余りと、東京・六本木で中国への抗議デモをした。
年齢を尋ねられれば34歳と答える。だが本当は、いつ生まれたのか正確に知らない。父は、中国のチベット進駐後、ゲリラとして戦った。逃避行の末、母とインドへ。ツェリンさんが生まれた。
最も古い記憶は、首に下げた袋から漂うゆで卵のにおいだ。亡命政府がインドに作った「子供の村」にツェリンさんを10年にわたって預けることになった時、母が去り際にくれた。腐っても捨てられなかった。
「子供の村」では、約500人の仲間と共同生活し、見たことのない祖国の文化を学んだ。朝晩１時間の祈り、チベットの踊り……。「亡命者」は英語で「REFGEE」と書く。「みんなの額にはRと刻まれている」と木の下の授業で先生は繰り返した。「私たちの国は、山の向こうにあるのよ」
インド旅行に来ていた日本人と結婚。99年に来日し、鉄工所で働いた。「どこから来たの？」「チベット」「それどこさ？」。自分はチベット人だ――強く思った。
数年前に「村」を再訪すると、子供が中国語を話していた。「このままでは自分たちの言葉が消えてしまう」と立ち上がることを決意。米国に本部があるチベット支援団体の日本支部代表に今年就いた。「中国人もチベット人も、赤い血が流れる人間同士。中国人を憎みはしない。ただ自分たちの文化、宗教を守りたいだけなのです」
■星空の記憶、難民支援に汗
「チベットで起きていることは、（武力鎮圧があった）49年前から全く変わっていない」。チベット仏教の最高指導者ダライ・ラマ14世を、中国政府が「国家分裂主義者」と非難するのを聞き、埼玉県日高市の医師西蔵ツワンさん（55）はそう感じる。
チベット第2の都市シガツェで生まれた。政府の役人だった父は、民衆蜂起を中国が武力鎮圧した59年、ダライ・ラマらとインドに亡命した。
母とともに残された西蔵さんは「反ダライ・ラマ教育」を受け、父のことをずっと「国家分裂主義者」だと思っていた。3年後に父を追って亡命し、見方が変わった。
難民キャンプにいた65年、13歳で日本に留学。将来のチベットを担う人材を育てる亡命政府の政策の一環だった。医学を志し、埼玉県の大学で学んだ。
チベットにいたのは10歳ごろまで。夏に屋根の上で寝ながら見た満天の星空がわずかに残る故郷の記憶だ。むしろ日本からチベットや中国を見るうちに、チベット人意識が強くなった。
日本国籍を取得する時、チベットを漢字で表す西蔵を姓にした。今もチベット難民の支援を続け、世界中に散らばるチベット人医師のまとめ役も務める。故郷に帰る日まで、海外で支援を続けるのが自分の役目だと考えている。「チベット人が固有の文化と伝統を守りながら自由に暮らせるように、中国政府も話し合いに応じてほしい」
〈チベット問題〉 中国西南部にあるチベット自治区は人口277万人中、チベット族が9割以上を占める（05年）。かつて英国の影響下にあったが、49年の新中国成立後、51年に中国軍が中心都市ラサに進駐。59年には動乱を軍が鎮圧し、ダライ・ラマ14世がインドに脱出、ダラムサラに亡命政府をつくった。その後も自治区では抗議行動が発生し、89年には中国当局がラサで戒厳令を施行。今年3月中旬にラサでの僧侶らのデモ隊に死者が出たことを機に、デモは各地に広がり、北京五輪の聖火リレーへの抗議も起きている。

【ニューデリー＝小暮哲夫】インド北部ダラムサラの非政府組織（NGO）、チベット人権民主化センターは１日、中国治安当局による3月28、29両日の四川省アバ・チベット族チャン族自治州アバ県にある僧院の捜索で、最終的に「僧侶572人が拘束された」と発表した。
センターによると、治安部隊は僧院の各部屋をくまなく捜索し、携帯電話やカメラ、パソコンなどを持つ僧侶を、亡命チベット人勢力と通信をしていると疑い、拘束した。拘束された中には、10歳の修行僧もいたという。
治安部隊はまた、僧侶らにチベット仏教の最高指導者ダライ・ラマ14世の肖像画をまたぐように強制。祭壇内に置かれた宗教儀式で使う武器も、抗議行動で使われているとして押収したという。
センターは「チベットの複数の情報源から得た信頼できるもの」としている。

今日は、世界各地におられる私の兄弟姉妹である中国人の皆様、とりわけ中華人民共和国内にいらっしゃる皆様に、心からご挨拶を申し上げます。近年のチベット開発の状況を踏まえながら、チベット人と中国人との関係についての私の考えを皆さまと共有し、私から皆さま全員へ向けた個人的な呼びかけをさせていただきたいと思います。
私はチベットの悲劇的な騒動で亡くなられた人々を想い、深い悲しみに沈んでいます。私は、中国の方がお亡くなりになられたことも承知しています。犠牲者となられた方々、またそのご家族を悼み、哀悼の祈りを捧げます。この度の動乱は、いかにチベットの現状が逼迫しているか、そしていかに早急に対話を通じて平和的かつチベットと中国の双方にとって有益な解決が見いだされねばならないかをはっきりと示すものです。このような局面に直面しながらも、私は、中国当局に対し、共に平和と安定を実現させていきたいという私の意志を表明します。
中国人の兄弟姉妹である皆様に、私にはチベットの独立を求めるつもりなどまったくないことを断言します。私は、チベット人と中国人の間にくさびを打ち込もうなどとはまったく思っていません。それどころか、私は絶えず中国人とチベット人の双方が確実に長期的な利益を得られる解決策をみつけられるように専心してまいりました。それこそが真のチベット問題の解決といえるからです。何度も繰り返し申し上げているように、私のいちばんの懸念は、チベット人独自の文化、言語、アイデンティティーを確実に存続させることができるかどうかということです。仏教の教義に基づいて生きようと精進している一介の僧侶として、私は、私の動機が真実であると断言します。
私は中華人民共和国の指導部に対し、私の見解を理解いただいて、「事実から真実をみつける」ことでチベット問題を解決していくよう要請してまいりました。私は、中国指導部に対し、叡智を尽くしてチベットの人々との意味ある対話をはじめるよう強く求めます。また、中華人民共和国の安定と調和に真摯に取り組み、中国とチベットの間にさらなる亀裂をつくることを避けるよう要請します。この度のチベットでの事態を伝える中国国営メディアの報道には事実と異なる偽りの映像が使われており、予測不可能な長期的影響をはらんだ人種間の緊張の種を蒔くことになりかねません。このことを私は非常に憂慮しております。同様に、私が北京五輪を支援している旨を繰り返し述べているにもかかわらず、中国当局は、私が北京五輪を妨害しようとしていると言い放っています。しかしながら、中国人の見識者のなかには中国指導部の行為、および、とりわけ中国とチベット間の長期的なマイナス影響の可能性に強い懸念を表明しておられる方も何人かいらっしゃり、そのことに私は力づけられている次第です。
古代から、チベットと中国の人々は隣人として暮らしてきました。チベットと中国の有史2000年を振り返りますと、友好的な関係を育み、中国から妃を迎えた時代があったその一方で、剣を交えた時代もありました。しかし、仏教がインドからチベットに伝わる以前に中国で花開いてからというもの、我々チベット人は歴史的に中国の人々をダルマ（仏法）における兄姉として敬愛してまいりました。これは、中国の外に住む中国人社会や、私の仏教講演に参加されたり、中国本土から巡礼者として私のもとを訪れたことのある中国人の方々の間ではよく知られていることです。このような方々との出逢いに私は元気づけられましたし、彼らがチベットと中国の人々が互いをよりよく理解し合えるような架け橋になってくださるのではないかという気がしています。20世紀は途方もない変化の時代でした。チベットもまた、時代の荒波にのまれました。1949年、中華人民共和国が建国されるとすぐに人民解放軍がチベットに進駐し、1951年5月に中国とチベットの間で17か条協定が結ばれました。1954年から1955年、私は北京に滞在し、国家人民会議に出席していましたが、その折には毛沢東国家主席をはじめとする多くのリーダーと個人的な友好関係を育む機会をいただきました。事実、毛沢東主席からはチベットの将来を見据えた問題も含むさまざまなアドバイスをいただきました。そのような確かな感触に励まされ、また当時の中国のリーダーたちの献身に鼓舞されて、私は自信と楽観を胸にチベットへ帰国しましたし、私と同じ希望を抱いていた中国共産党員のチベット人もいました。ラサへ戻ると、私は中華人民共和国という家族の枠組みのなかで真のチベットの自治を求めるべくあらゆる努力をしました。そうすることがチベットと中国、双方の人々にとって長期的な利益となる最善の方法だと私は信じていたのです。
残念なことに、チベットにおける緊張は1956年頃から高まりはじめ、やがて1959年3月10日にはラサで平和を求める蜂起が起こり、結果として私の亡命生活がはじまりました。中華人民共和国の支配の下で、多くの前向きな開発が行なわれましたが、しかし、1989年1月に前パンチェン・ラマが指摘したように、これらの開発ははかりしれない苦しみと破壊という影を落としました。チベットで暮らすチベット人は、絶えず中国政府から嫌疑の目を向けられ、絶えず怯えて暮らさねばなりませんでした。しかしながら、チベットの人々を冷酷に抑圧する中国指導部を敵として視るかわりに、私は、彼らと友人になれるように祈りました。つぎにご紹介する祈りのことばは、インドに亡命した翌年の1960年に私が作ったものです。「彼らが善と悪を見分ける智恵の目を得られますように。そして彼らが、友好と愛の栄光のなかに留まることができますように」多くのチベット人、学童たちが、毎日この祈りを唱えています。
1974年、チベット亡命政府のカシャック（内閣）および当時の亡命チベット代表者議会の議長と副議長との慎重な協議の末、我々は、中国からの独立を求めるのではなく、チベットにおける平和的開発を促すことになるであろう「中道」を見つけていくべきだと決断しました。当時、文化大革命のさなかであった中華人民共和国と我々が接触を持つことはありませんでしたが、我々は、チベットをめぐる懸案を、遅かれ早かれ交渉を通して解決しなければならないこととして認識しておりました。我々はまた、チベットが中華人民共和国という枠組みに留まるならば、少なくとも現代化と経済的発展において、大いにチベットに利することになるであろうことも認識しておりました。チベットは伝統文化遺産に恵まれていますが、物質的に発達しているとはいえなかったからです。
チベットには世界の屋根があり、アジアの主な河の源流がありますから、チベット高原の環境を保護することは極めて重要な問題です。我々の最大の懸念は、普遍的な思いやりの心に根ざしたチベットの仏教文化、チベット語、チベット独自のアイデンティティーを保護していくことでしたので、我々はすべてのチベット人のために意味ある自治を達成すべく全身全霊で取り組んでまいりました。そして中華人民共和国の憲法では、そのような権利がチベット人をはじめとする国民に与えられています。
1979年、当時の国家主席であった鄧小平氏は、「チベットの独立という問題を除くならば、すべての問題は交渉可能である」と私の特使に断言しました。我々はすでに中華人民共和国という政体の枠組み内でチベット問題を解決する道を模索する方法を公式化していましたので、これをあらたな好機と捉えておりました。私の代表団は中華人民共和国の当局者と何度も会いました。2002年にあらたな交渉が開始されて以来、我々は６回に渡る交渉を行なってまいりました。しかしながら、基本的な問題においては、まったく進展がありません。それでもなお、何度も述べてきましたが、私は中道のアプローチを断固として貫き、対話を通じて問題を解決していく所存ですし、その決意をいまここで繰り返し伝えさせていただきたく思います。
中国の方々は、今年開催される北京五輪を誇りに思い、たのしみにしておられることでしょう。私自身も、当初から、北京がオリンピックの開催地となる機会に恵まれることを願い支持しておりました。その気持ちは今も変わっていません。中国は、世界一の人口、長い歴史、極めて豊かな文明を持つ国です。昨今、中国は目覚しい経済成長を遂げ、大きな力を持つ国として台頭しています。これはじつによろこばしいことです。しかし中国は、国際社会の一員として尊敬に値する国になるために、透明性、自由、法律に則って調和ある開かれた社会を築いていく必要があります。例を挙げるなら、今日に至るまで、天安門事件の犠牲者は、損害賠償のみならず政府の公式な返答を受けていません。同様に、地方に住む何千もの中国人が、腐敗した地方役人の不正な搾取に苦しんでいます。法に則って苦言を呈した者は無視されるか、攻撃されるかなのです。私はこのような懸念を、人間という同志のひとりとして、そして中華人民共和国という大家族の一員として自分をみなす準備ができている者として表明する次第です。またそのような観点から、私は、「調和した社会」をつくるという胡錦濤国家主席の政策を高く評価し、支持いたしております。しかしながら、そのような社会は、言論の自由や法治をはじめとする自由な空気や信頼関係があってこそはじめて生まれるものです。このような価値を受け入れるならば、少数民族に関する多くの重要な問題---チベット問題、東トルキスタン問題、総人口2400万のうち本来の住民の人口が２０％を占めるに過ぎなくなっている内モンゴル問題---を解決できると私は固く信じています。
私は、「チベットの安定と安全は国家の安定と安全である」という胡錦濤国家主席の最近の声明がチベット問題解決に向けてのあたらしい時代の夜明けを告げてくれるものであればよいと願っておりました。しかし残念なことに、中国からチベットを分離しないよう努めてきた私の真摯な努力にもかかわらず、中華人民共和国のリーダーたちは、私のことを「分離主義者」と呼び、非難し続けています。同様に、ラサをはじめとする多くの地域でチベット人が深く根ざした憤りの自然な現れとして抗議行動を行なったときも、中国当局はたちどころに私を、デモ抗議を指揮しているとして非難しました。私は、このような根拠のない主張の事実を明らかにすべく、しかるべき機関による徹底的な調査が行なわれるよう要請しています。
私の兄弟である中国人の皆様、あなたがどこにおられる方であろうと、中国とチベットとの間にある誤解を打ち消すべく力を貸してください、と私は深い憂慮をもってお願い申し上げる次第です。また、我々が理解と和解の精神で対話を通じてチベット問題を平和的かつ永続的に解決できるようお力添えくださいますようお願い申し上げます。

Today, I extend heartfelt greetings to my Chinese brothersand sistersround the world, particularly to those in the People's Republic of China.In the light of the recent developments in Tibet, I wouldlike to share with you my thoughts concerning relations between the Tibetan and Chinesepeoples, and to make a personal appeal to you all.
I am deeply saddened by the loss of life in the recen tragic events in Tibet. I am aware that some Chinese have also died. I feel for the victims and their families and pray for them. The recent unrest has clearly demonstrated the gravity of the situation in Tibet and the urgent need toseek a peaceful and mutually beneficial solution through dialogue. Even at this juncture I have expressed my willingness to the Chinese authorities to work together to bring about peace and stability.
Chinese brothers and sisters, I assure you I have no desire to seek Tibet's separation. Nor do I have any wish to drive a wedge between the Tibetan and Chinese peoples. On the contrary my commitmenthas always been to find a genuine solution to the problem of Tibet that ensures the long-term interests of both Chinese and Tibetans. My primary concern, as I have repeated time and again, is to ensure the survival of the Tibetan people's distinctive culture, language and identity. As a simple monk who strives to live his daily life according to Buddhist precepts, I assure you of the sincerity of my motivation.
I have appealed to the leadership of the PRC to clearly understand my position and work to resolve these problems by "seekin truth from facts."I urge the Chinese leadership to exercise wisdom and to initiate a meaningful dialogue with the Tibetan people. I also appeal to them to make sincere efforts to contribute to the stability and harmonyof the PRC and avoid creating rifts between the nationalities. The state media's portrayal of the recent events in Tibet, using deceit and distorted images, could sow the seeds of racial tension with unpredictable long-term consequences. This is of grave concern to me. Similarly,despite my repeated support for the Beijing Olympics, the Chinese authorities, with the intention of creating rift between the Chinese people and myself, assert that I am trying to sabotage the games. I am encouraged, however, that several Chinese intellectuals and scholars have also expressed their strong concern about the Chinese leadership's actions and the potential for adverse long-term consequences, particularly on relations among different nationalities.
Since ancient times, Tibetan and Chinese peoples have lived as neighbors.In the two thousand year-old recorded history of our peoples, we have at times developed friendly relations, even entering into matrimonial alliances, while at other times we fought each other. However, since Buddhism flourished in China first before it arrived in Tibet from India, we Tibetans have historically accorded the Chinese people the respect and affection due to elder Dharma brothers and sisters. This is something well known to members of the Chinese community living outside China, some of whom have attended my Buddhist lectures, as well as pilgrims from mainland China, whom I have had the privilege to meet. I take heart from these meetings and feel they may contribute to a better understanding between our two peoples.
The twentieth century witnessed enormous changes in many parts of the world and Tibet, too, was caught up in this turbulence. Soon after the founding of the People's Republic of China in 1949, the People's Liberation Army entered Tibet finally resulting in the 17-Point Agreement concluded between China and Tibet in May 1951. When I was in Beijing in 1954-55, attending the National People's Congress, I had the opportunity to meet and develop a personal friendship with many senior leaders, including Chairman Mao himself. In fact, Chairman Mao gave me advice on numerous issues, as well as personal assurances with regard to the futureof Tibet. Encouraged by these assurances, and inspired by the dedication of many of China's revolutionary leaders of the time, I returned to Tibet full of confidence and optimism. Some Tibetan members of the Communist Party also had such a hope. After my return to Lhasa, I made every possible effort to seek genuine autonomy for Tibet within the family of the People's Republic of China (PRC). I believed that this would best serve the long-term interests of both the Tibetan and Chinese peoples.
Unfortunately, tensions, which began to escalate in Tibet from around 1956, eventually led to the peaceful uprising of March 10, 1959, in Lhasa and my eventual escape into exile. Although many positive developments have taken place in Tibet under the PRC's rule, these developments, as the previous Panchen Lama pointed out in January 1989, were overshadowed by immense suffering and extensive destruction. Tibetans were compelled to live in a state of constant fear, while the Chinese government remained suspicious of them. However, instead of cultivating enmity towards the Chinese leaders responsible for the ruthless suppression of the Tibetan people, I prayed for them to become friends, which I expressed in the following lines in a prayer I composed in 1960, a year after I arrived in India: "May they attain the wisdom eye discerning right and wrong, And may they abide in the glory of friendship and love." Many Tibetans, school children among them, recite these lines in their daily prayers.
In 1974, following serious discussions with my Kashag (cabinet), as well as the Speaker and the Deputy Speaker of the then Assembly of the Tibetan People's Deputies, we decided to find a Middle Way that would seek not toseparate Tibet from China, but would facilitate thepeaceful development of Tibet. Although we had no contact at the time with the PRC - which was in the midst of the Cultural Revolution - we had already recognized thatsooner or later, we would have to resolve the question of Tibet through negotiations. We also acknowledged that, at least with regard to modernization and economic development, it would greatly benefit Tibet if it remained within the PRC. Although Tibet has a rich and ancient cultural heritage, it is materially undeveloped.
Situated on the roof of the world, Tibet is the source of many of Asia's major rivers, therefore, protection of the environment on the Tibetan plateau is of supreme importance. Since our utmost concern is to safeguard Tibetan Buddhist culture - rooted as it is in the values of universal compassion - as well as the Tibetan language and the unique Tibetan identity, we have worked whole-heartedly towards achieving meaningful self-rule for all Tibetans. The PRC's constitution provides the right for nationalities such as the Tibetans to do this.
In 1979, the then Chinese paramount leader, Deng Xiaoping assured my personal emissary that "except for the independence of Tibet, all other questions can be negotiated." Since we had already formulated our approach to seeking a solution to the Tibetan issue within the constitution of the PRC, we found ourselves well placed to respond to this new opportunity. My representatives met many times with officials of the PRC. Since renewing our contacts in 2002, we have had six rounds of talks. However, on the fundamental issue, there has been no concrete result at all. evertheless, as I have declared many times, I remain firmly committed to the Middle Way approach and reiterate here my willingness to continue to pursue the
process of dialogue.
This year the Chinese people are proudly and eagerly awaiting the opening of the Olympic Games. I have, from the start, supported Beijing's being awarded the opportunity to host the Games. My position remains unchanged. China has the world's largest population, a long history and an extremely rich civilization. Today, due to her impressive economic progress, she is emerging as a great power. This is certainly to be welcomed. But China also needs to earn the respect and esteem of the global community through the establishment of an open and harmonious society based on the principles of transparency, freedom, and the rule of law. For example, to this day victims of the Tiananmen Square tragedy that adversely affected the lives of so many Chinese citizens have received neither just redress nor any official response. Similarly, when thousands of ordinary Chinese in rural areas suffer injustice at the hands of exploitative and corrupt local officials, their legitimate complaints are either ignored or met with aggression. I express these concerns both as a fellow human being and as someone who is prepared to consider himself a member of the large family that is the People's Republic of China. In this respect, I appreciate and support President Hu Jintao's policy of creating a "harmonious society", but this can only arise on the basis of mutual trust and an atmosphere of freedom, including freedom of speech and the rule of law. I strongly believe that if these values are embraced, many important problems relating to minority ationalities can be resolved, such as the issue of Tibet, as well as Eastern Turkistan, and Inner Mongolia, where the native people now constitute only 20% of a total population of 24 million.
I had hoped President Hu Jintao's recent statement that the stability and safety of Tibet concerns the stability and safety of the country might herald the dawning of a new era for the resolution of the problem of Tibet. It is unfortunate that despite my sincere efforts not to separate Tibet from China, the leaders of the PRC continue to accuse me of being a "separatist". Similarly, when Tibetans in Lhasa and many other areas spontaneously protested to express their deep-rooted resentment, the Chinese authorities immediately accused me of having orchestrated their emonstrations. I have called for a thorough investigation by a respected body to look into this allegation.
Chinese brothers and sisters - wherever you may be - with deep concern I appeal to you to help dispel the misunderstandings between our two communities. Moreover, I appeal to you to help us find a peaceful, lasting solution to the problem of Tibet through dialogue in the spirit of understanding and accommodation.

Today, I extend heartfelt greetings to my Chinese brothersand sistersround the world, particularly to those in the People's Republic of China.In the light of the recent developments in Tibet, I wouldlike to share with you my thoughts concerning relations between the Tibetan and Chinesepeoples, and to make a personal appeal to you all.
I am deeply saddened by the loss of life in the recen tragic events in Tibet. I am aware that some Chinese have also died. I feel for the victims and their families and pray for them. The recent unrest has clearly demonstrated the gravity of the situation in Tibet and the urgent need toseek a peaceful and mutually beneficial solution through dialogue. Even at this juncture I have expressed my willingness to the Chinese authorities to work together to bring about peace and stability.
Chinese brothers and sisters, I assure you I have no desire to seek Tibet's separation. Nor do I have any wish to drive a wedge between the Tibetan and Chinese peoples. On the contrary my commitmenthas always been to find a genuine solution to the problem of Tibet that ensures the long-term interests of both Chinese and Tibetans. My primary concern, as I have repeated time and again, is to ensure the survival of the Tibetan people's distinctive culture, language and identity. As a simple monk who strives to live his daily life according to Buddhist precepts, I assure you of the sincerity of my motivation.
I have appealed to the leadership of the PRC to clearly understand my position and work to resolve these problems by "seekin truth from facts."I urge the Chinese leadership to exercise wisdom and to initiate a meaningful dialogue with the Tibetan people. I also appeal to them to make sincere efforts to contribute to the stability and harmonyof the PRC and avoid creating rifts between the nationalities. The state media's portrayal of the recent events in Tibet, using deceit and distorted images, could sow the seeds of racial tension with unpredictable long-term consequences. This is of grave concern to me. Similarly,despite my repeated support for the Beijing Olympics, the Chinese authorities, with the intention of creating rift between the Chinese people and myself, assert that I am trying to sabotage the games. I am encouraged, however, that several Chinese intellectuals and scholars have also expressed their strong concern about the Chinese leadership's actions and the potential for adverse long-term consequences, particularly on relations among different nationalities.
Since ancient times, Tibetan and Chinese peoples have lived as neighbors.In the two thousand year-old recorded history of our peoples, we have at times developed friendly relations, even entering into matrimonial alliances, while at other times we fought each other. However, since Buddhism flourished in China first before it arrived in Tibet from India, we Tibetans have historically accorded the Chinese people the respect and affection due to elder Dharma brothers and sisters. This is something well known to members of the Chinese community living outside China, some of whom have attended my Buddhist lectures, as well as pilgrims from mainland China, whom I have had the privilege to meet. I take heart from these meetings and feel they may contribute to a better understanding between our two peoples.
The twentieth century witnessed enormous changes in many parts of the world and Tibet, too, was caught up in this turbulence. Soon after the founding of the People's Republic of China in 1949, the People's Liberation Army entered Tibet finally resulting in the 17-Point Agreement concluded between China and Tibet in May 1951. When I was in Beijing in 1954-55, attending the National People's Congress, I had the opportunity to meet and develop a personal friendship with many senior leaders, including Chairman Mao himself. In fact, Chairman Mao gave me advice on numerous issues, as well as personal assurances with regard to the futureof Tibet. Encouraged by these assurances, and inspired by the dedication of many of China's revolutionary leaders of the time, I returned to Tibet full of confidence and optimism. Some Tibetan members of the Communist Party also had such a hope. After my return to Lhasa, I made every possible effort to seek genuine autonomy for Tibet within the family of the People's Republic of China (PRC). I believed that this would best serve the long-term interests of both the Tibetan and Chinese peoples.
Unfortunately, tensions, which began to escalate in Tibet from around 1956, eventually led to the peaceful uprising of March 10, 1959, in Lhasa and my eventual escape into exile. Although many positive developments have taken place in Tibet under the PRC's rule, these developments, as the previous Panchen Lama pointed out in January 1989, were overshadowed by immense suffering and extensive destruction. Tibetans were compelled to live in a state of constant fear, while the Chinese government remained suspicious of them. However, instead of cultivating enmity towards the Chinese leaders responsible for the ruthless suppression of the Tibetan people, I prayed for them to become friends, which I expressed in the following lines in a prayer I composed in 1960, a year after I arrived in India: "May they attain the wisdom eye discerning right and wrong, And may they abide in the glory of friendship and love." Many Tibetans, school children among them, recite these lines in their daily prayers.
In 1974, following serious discussions with my Kashag (cabinet), as well as the Speaker and the Deputy Speaker of the then Assembly of the Tibetan People's Deputies, we decided to find a Middle Way that would seek not toseparate Tibet from China, but would facilitate thepeaceful development of Tibet. Although we had no contact at the time with the PRC - which was in the midst of the Cultural Revolution - we had already recognized thatsooner or later, we would have to resolve the question of Tibet through negotiations. We also acknowledged that, at least with regard to modernization and economic development, it would greatly benefit Tibet if it remained within the PRC. Although Tibet has a rich and ancient cultural heritage, it is materially undeveloped.
Situated on the roof of the world, Tibet is the source of many of Asia's major rivers, therefore, protection of the environment on the Tibetan plateau is of supreme importance. Since our utmost concern is to safeguard Tibetan Buddhist culture - rooted as it is in the values of universal compassion - as well as the Tibetan language and the unique Tibetan identity, we have worked whole-heartedly towards achieving meaningful self-rule for all Tibetans. The PRC's constitution provides the right for nationalities such as the Tibetans to do this.
In 1979, the then Chinese paramount leader, Deng Xiaoping assured my personal emissary that "except for the independence of Tibet, all other questions can be negotiated." Since we had already formulated our approach to seeking a solution to the Tibetan issue within the constitution of the PRC, we found ourselves well placed to respond to this new opportunity. My representatives met many times with officials of the PRC. Since renewing our contacts in 2002, we have had six rounds of talks. However, on the fundamental issue, there has been no concrete result at all. evertheless, as I have declared many times, I remain firmly committed to the Middle Way approach and reiterate here my willingness to continue to pursue the
process of dialogue.
This year the Chinese people are proudly and eagerly awaiting the opening of the Olympic Games. I have, from the start, supported Beijing's being awarded the opportunity to host the Games. My position remains unchanged. China has the world's largest population, a long history and an extremely rich civilization. Today, due to her impressive economic progress, she is emerging as a great power. This is certainly to be welcomed. But China also needs to earn the respect and esteem of the global community through the establishment of an open and harmonious society based on the principles of transparency, freedom, and the rule of law. For example, to this day victims of the Tiananmen Square tragedy that adversely affected the lives of so many Chinese citizens have received neither just redress nor any official response. Similarly, when thousands of ordinary Chinese in rural areas suffer injustice at the hands of exploitative and corrupt local officials, their legitimate complaints are either ignored or met with aggression. チベット支援活動を行う学生組織、Students for a Free Tibet（SFT）のTenzin Dorjee副委員長は記者団に対し「IOCがいくらかでも尊厳を持っているなら、まず最初にやるべきことは聖火リレーのチベット地区通過を中止することだ」と述べた。 当地では24日に北京五輪の聖火採火式が行われるが、チベット活動家らは抗議行動を計画しており、多くの警察官が配備されるなど緊張が高まっている。

長野市で4月26日に行われる北京五輪の聖火リレーについて、北京五輪組織委員会側が「（聖火リレーに合わせて）破壊活動を計画している団体があるという情報をつかんでいる」として、デモや集会の抑止に努めるよう同市のリレー実行委に求めていたことが24日、分かった。 実行委事務局の長野市教委体育課によると、13日に組織委の担当者と中国大使館職員の計4人が聖火リレーの打ち合わせのため長野市を訪問。その際、中国政府が定めた聖火リレーの警備に関する基準を市に示し、沿道でのデモ隊抑止など、この基準に沿った対応を要請した。 実行委側は「日本の法律に沿って対応する」と回答。中国側から「破壊活動」についての具体的な説明はなく、実行委もデモ計画などは今のところ把握していないという。
一方、聖火リレー前夜と当日には、在日チベット人と県内外の支援者らが長野市内でチベットの人権問題をアピールする活動を計画中。参加するチベット難民2世のツェリン・ドルジェさん（34）＝名古屋市＝は「自由の国（日本）にそんなことを言うなんて間違っている。私たちは五輪に反対するつもりはない」と話している。

チベットでは民族蜂起が広がっています。現状に対して非難する勇気のあるチベット人は、かつてないほどに我々の支援を必要にしています。
つい本日（3月17日）、アムド地方のンガバにいるチベット人中学生約100人のデモが自然発生しました。報告によると、そのうち40人もが暴行を受け、逮捕されました。現在、同校の中学生700人は公安局ビルの外でクラスメートの釈放を要求するデモを行っています。
チベットの各市、アムドとカム（現在の中国の青海、四川、甘粛省に併合）を含む地方で行われているデモは、中国政府が主張した「不安は一握りの"厄介者"の行動である」ことに対して、チベット民族で広がった軍事占領に反対する気持ちを示しています。

中国政府にのいわゆる「降伏」の締め切りが近づき、チベットでの蜂起の応援する連帯の徹夜デモと抗議デモが今日、世界中のチベット人と援団体によって行いました。
在ラサの中国当局は、真夜中の月曜日（GMT午後４時）よりの厳しい取締りをすると脅しました。さらに、中国の国営メディアによると「犯罪分子をかくまってまたは隠す人々は調査の完了時に法律に従って厳しく罰される」としています。
中国の警察はすでに家宅捜索を行なって、独断的な逮捕をしています。
信頼できる拘禁者数のデータはありませんが、報告によると広範囲での奇襲と逮捕がラサで行われています。Tibetan Center for Human Rights and Democracy（http://tchrd.org/)が受けた目撃者からの報告によると「暴力を受け、無理やり連れて行かる息子たちと親しい家族を見ながらどうすることもできず母親と年配の方々は治安部隊に慈悲を嘆願していた」としています。

The uprising in Tibet continues to spread and the courageous Tibetans who are speaking out need our support now more than ever. Just today, 100 Tibetan middle school students in Ngaba, Amdo (Sichuan) staged a spontaneous demonstration on their school grounds calling for the return of the Dalai Lama. It is reported that 40 of the students were severely beaten and arrested. 700 additional Tibetan students from the same middle school are now bravely conducting a demonstration to demand the release of their peers outside the Public Security Bureau building where the students are being held.
Reports of protests in cities across Tibet, including the Tibetan provinces of Amdo and Kham (now annexed into China's Qinghai, Sichuan, and Gansu provinces) counter the Chinese government claims that the unrest is the result of a handful of "troublemakers" and demonstrate the widespread Tibetan opposition to China's occupation. Tibetans and supporters around the world are holding solidarity vigils and protests today in support of the continued uprising in Tibet as China's so-called "surrender" deadline for Tibetan protesters approaches.
The Chinese authorities in Lhasa have threatened an increased crackdown after midnight Monday (4pm GMT) and according to Chinese state-run media, "Those who harbor or hide criminal elements shall be punished severely according to law upon completion of investigations."
Already, armed Chinese police have been conducting house-to-house searches and making arbitrary arrests. There is no reliable estimate of the number of detentions but reports suggest wide-scale raids and arrests across Lhasa. According to eyewitness reports received by the Tibetan Center for Human Rights and Democracy, "mothers and elderlies in the families helplessly plea at security forces upon seeing their sons and loved ones being beaten and dragged away."
The Dalai Lama spoke out strongly yesterday, saying that Chinese authorities "simply rely on using force in order to simulate peace, a peace brought by force using a rule of terror."
Please, show your support for the Tibetans living under China's "rule of terror." Call your Elected Representatives today, and urge them to call for an immediate international intervention in Tibet.

Urgent Action: Deadline Looms... Speak up for Tibet!
The uprising in Tibet continues to spread and the courageous Tibetans who are speaking out need our support now more than ever. Just today, 100 Tibetan middle school students in Ngaba, Amdo (Sichuan) staged a spontaneous demonstration on their school grounds calling for the return of the Dalai Lama. It is reported that 40 of the students were severely beaten and arrested. 700 additional Tibetan students from the same middle school are now bravely conducting a demonstration to demand the release of their peers outside the Public Security Bureau building where the students are being held.
Reports of protests in cities across Tibet, including the Tibetan provinces of Amdo and Kham (now annexed into China's Qinghai, Sichuan, and Gansu provinces) counter the Chinese government claims that the unrest is the result of a handful of "troublemakers" and demonstrate the widespread Tibetan opposition to China's occupation. Tibetans and supporters around the world are holding solidarity vigils and protests today in support of the continued uprising in Tibet as China's so-called "surrender" deadline for Tibetan protesters approaches.
The Chinese authorities in Lhasa have threatened an increased crackdown after midnight Monday (4pm GMT) and according to Chinese state-run media, "Those who harbor or hide criminal elements shall be punished severely according to law upon completion of investigations."
Already, armed Chinese police have been conducting house-to-house searches and making arbitrary arrests. There is no reliable estimate of the number of detentions but reports suggest wide-scale raids and arrests across Lhasa. According to eyewitness reports received by the Tibetan Center for Human Rights and Democracy, "mothers and elderlies in the families helplessly plea at security forces upon seeing their sons and loved ones being beaten and dragged away."
The Dalai Lama spoke out strongly yesterday, saying that Chinese authorities "simply rely on using force in order to simulate peace, a peace brought by force using a rule of terror."
Please, show your support for the Tibetans living under China's "rule of terror." Call your Elected Representatives today, and urge them to call for an immediate international intervention in Tibet.
Call and ask to speak to someone about the situation in Tibet. You may be passed to a legislative aide or simply have your comments recorded by an office administrator, which is fine.
Tell them:
- [Your country] should speak out forcefully against China's brutal crackdown in Tibet.
- Please urge [your government] to strongly support the Dalai Lama's call for a United Nations team of investigators to go to Tibet as soon as possible.
- [Your government] should do everything in its power to urge China to withdraw military and security forces, release those detained, and allow peaceful protest. China must halt house-to-house searches; and authorities must refrain from any further arrests of Tibetan protesters even after its so-called surrender deadline has passed on Monday at midnight. China must immediately allow foreign journalists back into all Tibetan areas (Tibetan Autonomous Region as well as the Tibetan areas of Gansu, Qinghai and Sichuan).
This is an urgent matter because the "surrender deadline" is fast approaching – and may actually have passed as you're reading this – so please call immediately.

中国の国営・新華社通信は14日、チベット自治区ラサで同日、チベット系住民が複数の商店を焼き、多数の店が営業を中止したと報じた。中国人系の商店を標的にしているとの情報がある。負傷者が出ている可能性もある。チベットでは1989年、暴動が起き、戒厳令が発令されているが、今回の騒乱は同年以降、最悪規模との見方もある。
チベットやインドではここ数日間、中国支配に反発する地元住民の抗議活動が多発している。チベットは1959年の「チベット動乱」後、中国の支配下にある。ＡＰ通信によると、一連の抗議活動は同動乱から10日に49年となったことを受けた形となっている。
中国は今夏、五輪主催を控えており、チベット情勢が悪化すれば国際社会の視線を踏まえた難しい対応を強いられそうだ。AP通信によると、チベットの中国共産党支部は電話での問い合わせに対し、ラサなどでの混乱の情報はないとしてコメントを避けた。
同通信や目撃者によると、ラサでは14日、約千人のデモ隊が治安部隊に投石、軍トラックを壊すなどした。車両が焼かれ、警官隊がデモ隊に催涙弾を発射、銃声も聞こえたとの証言もある。
米政府系放送局「ラジオ自由アジア」は13日、チベット僧2人が中国支配への抗議活動で手首を切り重体とも報じた。また、11日には僧侶数百人がデモ行進し、治安当局が催涙弾で解散させたとも伝えた。
亡命チベット人の団体は、治安当局がラサにあるチベット僧院3カ所を包囲、僧侶らの行動を規制しているとも述べた。

国際人権団体ヒューマン・ライツ・ウオッチ（本部ニューヨーク）は、抗議の規模は89年に戒厳令が敷かれたラサ暴動以来最大と指摘、隣接する青海省にも広がっていると指摘した。一方、中国政府は「少数の僧侶が騒ぎを起こした」（外務省）と抗議の発生を認めたが「人民の生活の一切は正常」（自治区当局者）と強調している。

【3月14日 AFP】中国のチベット（Tibet）自治区の中心都市ラサ（Lhasa）で、人民解放軍が市内3大僧院を包囲した。米ワシントンD.C.（Washington, DC）を拠点とするチベット支援団体「チベットのための国際キャンペーン」（International Campaign for Tibet、ICT）が14日、明らかにした。
ラサでは中国のチベット統治に抗議するデモが連日行われており、当局が厳しい取り締まりに出るのではとの懸念が高まっている。
ICTによると、ラサでの抗議行動3日目に、僧侶ら数百人がデモに参加したことから、中国当局は、市内で最も大きな3つの僧院を包囲した。ICTはさらに、ラサのセラ（Sera）僧院で、ハンガーストライキが行われているほか、自治区の中心から離れた地域の2か所の僧院にも抗議行動が広がっていると伝えている。
ラサの住民らと話をしたICT広報のケイト・サンダース（Kate Saunders）さんは「ラサは現在、不安と緊張の入り交じった雰囲気が強まっている」と英ロンドン（London）から現地の状況を伝えた。

I understand that the marchers are now being held under house arrest in a dormitory at Jawalamukhi.
More than any other country, India has witnessed the enormous suffering of the Tibetan people - both inside and outside Tibet. For Tibetans worldwide, India holds deep spiritual significance and for many, it is a second homeland. I am very grateful to the people and government of India for the kindness and hospitality you have shown to the Tibetan people. I trust that you will now see the Tibetans' longing to reclaim their country is only natural and, as a nation that waged its own independence movement, I hope that India will show support for this initiative.
The March to Tibet is a peaceful march inspired by the great non-violent approach of Mahatma Gandhi and the Indian people. India is the largest democracy in the world and as such, I believe should respect the Tibetans right to March to Tibet. The Indian authorities issued a restraining order against the marchers on March 10th, alledging that their actions could lead to a breach of public peace. This is simply not the case. The Tibetan people have demonstrated their commitment to nonviolence time and time again and the Tibet movement is recognized worldwide as one of the greatest peaceful struggles of all time. These marchers have undergone strict nonviolence training and have stated their dedication to this approach.
The March to Tibet has gained enormous international support. I hope India will also support the Tibetan people in their just cause and facilitate their journey home. I call upon the Indian government to immediately release all of the marchers and permit this march to continue. This movement is a tribute to the spirit of the great Gandhi, whose teachings are being practiced by the Tibetan people in their struggle for freedom.
